START WITH WHAT EXISTS TODAY

An incomplete project is an underwriting position.

Partially complete construction finance is not based on percentage complete alone. The lender must reconcile the current debt, physical progress, value, remaining scope, contingency and the capital required to reach a realistic exit.

That means replacing optimistic assumptions with current evidence: an independent inspection, cost-to-complete, revised program, capable builder, updated valuation and a fully funded path to completion.

01

Refinance current debt

Replace land or construction debt while accounting for payout, securities, arrears and the funding still required.

02

Fund the remaining works

Release completion capital against an independent QS report, agreed budget, contingency and verified milestones.

03

Reset delivery and exit

Support a credible builder transition, revised program and evidence-led sales or refinance strategy.

EVIDENCE AT THE CURRENT PROJECT STAGE

What specialist lenders will examine.

The application must reconcile what has been spent, what has been built and what remains. Every dollar of proposed exposure needs a defined purpose.

01Current debt and securityFacility balance, payout, arrears, securities, creditor claims, maturity and any lender notices.
02Work completed and valueIndependent inspection, progress claims, defects, as-is value, accepted completion value and available equity.
03Verified cost-to-completeRemaining scope, QS report, revised contract, claims, program, contingency, interest and funding shortfall.
04Delivery and repaymentBuilder and consultants, current approvals, insurances, presales, stock schedule and timed exit.
Facility size: determined case by case from accepted value, current exposure, verified cost-to-complete, contingency, available equity, delivery evidence and lender appetite.

Important: the lender may rely on an as-is, as-if-complete or other accepted value and may impose loan-to-value and loan-to-cost limits. Existing debt, completion costs, interest, fees and contingency may form part of total exposure. Additional equity may be required, and an application may be reduced or declined.

INITIAL PROJECT CHECK

Is the remaining construction risk measurable?

A partially complete project may warrant assessment where the current position and proposed cure can be independently supported.

✓The completed and defective work can be independently verified
✓The remaining scope, budget and contingency are fully defined
✓A capable builder can deliver a realistic completion program
✓Approvals, permits, licences and insurance remain current or resolvable
✓The completed project has an evidenced sales or refinance exit

FROM SITE REVIEW TO CONTROLLED DRAWS

A transparent completion-finance process.

01

Share debt, project stage, completed work, remaining scope, value, deadline and proposed exit.

02

Completion model

Test cost-to-complete, contingency, interest, total exposure, builder program and equity requirement.

03

Lender due diligence

The selected lender reviews valuation, QS, legal, borrower, builder, approvals and project evidence.

04

Settle and monitor

Refinance outgoing debt and release completion funds against verified milestones and reporting.

THE FACILITY MUST REFLECT THE CURRENT STAGE

New construction and partially complete finance are assessed differently.

Once construction has started, historical spend is less important than the lender-verified present position and the fully funded route to completion.

WHAT TO PREPARE

A current file receives a clearer answer.

The lender needs a reconciled picture of debt, work completed and every remaining cost—not only the original feasibility. For a closer review of the funding gap, use our cost-to-complete and builder-transition checklist. It explains how to separate unpaid claims from future works, check quote exclusions and confirm whether undrawn funds are actually available.

FREQUENTLY ASKED QUESTIONS

Straight answers before we talk.

These answers are general guidance. Every project and lender policy is different, and no figure is an approval or offer.

Speak confidentially with us →

What is a partially complete construction loan?+

It is business-purpose finance for a property development where physical construction has started but additional capital or a refinance is required to reach completion. The facility may refinance existing debt, fund a verified cost-to-complete, or combine both within controlled progress drawdowns.

How is leverage assessed?+

Leverage is assessed case by case using the lender-accepted value, existing debt, verified work completed, remaining costs, contingency, interest treatment, location, delivery team, approvals and exit. The resulting structure may be lower than the amount requested.

How much construction completion finance may be available?+

The available amount depends on accepted value, current debt, verified cost-to-complete, contingency, equity, security, delivery plan, interest treatment and exit strategy. No loan amount is promised before assessment.

What if the original builder is no longer involved?+

A replacement-builder structure may be considered where the remaining scope, contract, licences, insurance, program and cost-to-complete are credible. Lenders will examine any claims, defects, warranties and transition risks before approval.

How is completed work verified?+

A lender-appointed quantity surveyor, valuer or inspector commonly reviews the site, progress claims, contracts, invoices, remaining scope, defects and contingency. This evidence informs the current position and future drawdowns.

What repayment strategies may be accepted?+

Common exits include completing and settling contracted sales, selling finished stock, refinancing the completed asset to an investment facility, or another evidenced liquidity event. The exit must be realistic, timed and supported by current evidence.
