Co-Living Residual Stock Finance in Australia

A practical guide to refinancing completed co-living or shared-accommodation stock—where permitted use, valuation, operating evidence, existing debt and a credible exit matter more than a headline yield.

Commercial and business-purpose finance only. Any structure is subject to lender assessment, acceptable security, valuation, due diligence and exit strategy.

Co-living can create an operating strategy for completed stock, but it does not automatically make a project more valuable or easier to finance. A lender must be able to understand what has been completed, whether the use is lawful, how the asset is valued, what income is genuinely sustainable and how the facility will be repaid.

What is co-living residual stock finance?

Residual stock finance is property-secured funding considered after a development has reached an acceptable completion point but some dwellings, rooms or lots remain unsold or are being retained. It may refinance construction debt, provide a controlled sell-down period or release part of the equity tied up in completed stock.

In a co-living or shared-accommodation setting, the remaining asset may also produce accommodation income. That operating model adds another layer to the assessment. The lender may need to consider planning and building approvals, occupancy arrangements, management, operating expenses and the basis on which the valuer treats the property.

Important distinction: finance against ordinary completed apartments is not automatically the same as finance against an operational rooming-house, boarding-house or co-living asset. Legal classification, documentation and valuation methodology can affect the available structure.

When may this type of finance be considered?

A co-living residual-stock facility may be explored where a completed project has a genuine commercial purpose and an identifiable repayment pathway. Typical situations may include:

Construction debt is maturing

The project is complete or substantially complete, but the construction facility expires before the intended sell-down or refinance.

Stock is being retained

The developer intends to hold some completed accommodation as an investment instead of selling every lot immediately.

Sales have slowed

A measured holding period may be preferable to rushed discounting, provided the numbers and exit remain credible.

Equity has another business use

Subject to available equity and lender criteria, net funds may support working capital or another genuine commercial purpose.

Finance should not be used to disguise an unviable operating model. If occupancy assumptions, approvals, costs or the proposed exit cannot withstand scrutiny, a different strategy may be required.

Five questions shape the funding decision

  1. Is the accommodation use properly authorised?
    Planning status, occupancy permits, building classification, fire-safety requirements, operator licensing and local rules may be relevant. Requirements vary by jurisdiction and property configuration, so independent planning, legal and operational advice may be necessary.
  2. What exactly is the lender taking as security?
    The security may comprise individual titled dwellings, one larger accommodation asset, completed development stock or a combination. Existing mortgages, caveats, presales, release arrangements and other interests must be identified.
  3. How will the property be valued?
    A valuation may consider comparable sales, vacant-possession value, an income approach or another methodology appropriate to the asset. A proposed conversion does not guarantee an uplift, and fit-out costs may not translate dollar-for-dollar into value.
  4. What income is evidenced after expenses?
    Gross room revenue is not net cash flow. Vacancy, management, utilities, cleaning, maintenance, insurance, compliance, rates, strata and replacement costs may materially reduce the amount available to service debt.
  5. What is the exit if the operating plan underperforms?
    The lender will generally expect a credible route through sale, progressive releases, longer-term refinance, stabilised investment refinance or another verifiable source—not reliance on optimistic occupancy alone.

Separate asset value, operating cash flow and net usable funds

Three calculations are often confused in early discussions. They should be considered separately.

Calculation What it addresses Typical inputs
Security value What the completed property may support as security Valuation basis, title configuration, condition, approved use, market evidence
Operating cash flow Whether accommodation income is sustainable after expenses Executed agreements, occupancy, arrears, management costs, utilities, maintenance, compliance and vacancy
Net usable funds What cash may remain after settlement deductions Approved facility less existing debt, retained interest, fees, legal costs and other approved deductions

A headline loan-to-value ratio does not show the borrower’s cash at settlement. Review the current payout and transaction costs before committing funds elsewhere. Our guide to residual stock equity release explains this distinction in more detail.

A completed shared-accommodation project approaching maturity

Situation: A business-purpose development facility is approaching expiry. Construction is complete, but several rooms or dwellings are being retained under a shared-accommodation strategy.

Finance requirement: Refinance the existing construction debt and allow time to demonstrate operating performance without relying on an immediate sale of every component.

Potential structure: A short-term property-secured facility assessed against acceptable completion evidence, security value, existing debt, authorised use, operating information and costs.

Exit: Progressive sale, refinance to a longer-term investment facility after stabilisation, or sale of the completed asset.

This is an illustrative scenario, not a completed client transaction or an indication that finance will be approved. The actual structure depends on the property, borrower, purpose, documentation and lender criteria.

Co-living is an operating strategy—not a guaranteed finance advantage

Potential income does not remove property or operating risk. Before adopting the strategy, borrowers should consider:

  • whether the proposed use is permitted and all required approvals or registrations are in place;
  • whether rooms, common areas, services and safety systems meet applicable standards;
  • the difference between projected occupancy and evidenced trading performance;
  • management intensity, tenant turnover, utilities and maintenance;
  • whether the asset remains readily saleable under the proposed configuration;
  • tax and GST treatment, which can depend on the legal and commercial character of the accommodation;
  • refinance risk if the lender or valuer does not adopt the borrower’s preferred income or valuation assumptions.
Independent advice matters. Planning, building, tenancy, licensing, tax and GST consequences can differ between states and between accommodation models. Finance assessment is not a substitute for legal, planning, tax or valuation advice.

How a funding review may proceed

  1. Initial scenario review. Confirm the commercial purpose, property, current debt, completion position, timing and requested outcome.
  2. Security and operating information. Assemble title, valuation, approvals, occupancy, income, costs and management information.
  3. Indicative structure. Consider the potential facility, security position, term, interest treatment, conditions and net funds.
  4. Valuation and due diligence. The lender may require independent valuation, legal review, quantity-surveyor or completion evidence and further operational checks.
  5. Credit and documentation. Final approval remains subject to lender criteria and satisfactory documents.
  6. Settlement and exit monitoring. Confirm payout figures, settlement deductions and the milestones supporting sale or refinance.

Co-living residual stock finance FAQs

Can completed co-living accommodation be used as security?

It may be considered where the property, title, use, valuation and lender criteria are acceptable. The legal and operating configuration can affect both valuation and available lenders.

Does co-living income increase the amount available?

Not automatically. A lender may review evidenced income, operating expenses, vacancy, valuation and the proposed exit. Projected gross rent is not the same as sustainable net cash flow or security value.

Can the facility refinance a construction loan?

Potentially. Completed-stock or developer-exit finance may be considered where the construction facility is maturing and there is acceptable completion evidence, security, debt position and repayment strategy.

Can equity be released for another development?

Potentially, where there is sufficient assessed equity after existing debt and transaction costs, and the purpose is commercial. The net amount available is subject to valuation and lender assessment.

Are approvals and operating licences important?

Yes. Requirements can vary by state, council, building classification and operating model. Borrowers should obtain appropriate independent advice and provide the lender with evidence relevant to the property.

Is approval guaranteed if the rooms are occupied?

No. Occupancy is only one part of the assessment. Security, permitted use, valuation, debt, borrower information, costs, documentation and exit strategy also matter.

Discuss the completed-stock position

Need a clearer path from construction debt to sale or refinance?

Provide the property, completion status, current debt, operating position, requested amount, commercial purpose and proposed exit. Basic Finance can review the scenario and discuss potential business-purpose funding options, subject to assessment.

Regulatory context: Accommodation rules differ by jurisdiction. For an example of state-based operational obligations, see Consumer Affairs Victoria’s rooming-house minimum standards. For general property GST distinctions, see the Australian Taxation Office guidance.
